How can medical costs be reduced? Member Ming Dong suggested: Scientifically break through the restrictions on the use of high-value disposable medical devices

People's Political Consultative Conference Network, February 29 (Reporter Zhang Yuan, Li Ningxin) "Medical equipment and consumables account for a relatively high proportion of medical costs. According to the value classification, medical devices and consumables can be divided into two categories: high value and low value. On average, it accounts for about 20%-30% of the overall medical expenses, especially some expensive disposable medical devices and consumables. Ming Dong, a member of the National Committee of the Chinese People's Political Consultative Conference and vice president of Tianjin University, found that at present, the disposable use of medical devices and consumables has become a trend, and there are fewer and fewer instruments and consumables that can be reused.

The large use of disposable instruments and consumables has brought a series of problems. If some disposable equipment and consumables are not damaged after being used once, they can continue to be used functionally, but according to relevant regulations, reuse is prohibited and disposed of as medical waste, resulting in a great waste of resources. In Mingdong's view, the consumption and disposal of a large number of disposable medical devices and consumables have increased social costs and had a negative impact on environmental protection. In particular, some high-value medical devices and consumables are expensive, accounting for a high proportion of the entire medical cost (some diseases even account for more than 50% of the entire medical cost), which increases the medical cost and is a very important factor that causes the current patients to see a doctor. At the same time, it also consumes a lot of medical insurance funds.

With the progress of science and medical technology, medical devices and consumables are becoming more and more advanced, and the use rate of new medical devices and consumables in medical work is also increasing. How to scientifically break through the restrictions on the use of high-value disposable medical devices, better reduce medical costs, save resources and protect the environment?

Committee member Ming Dong proposed that it is necessary to reasonably and scientifically select the varieties that can be allowed to be reused, and for some high-value disposable medical devices and consumables, it is recommended that they continue to be applied through scientific and standardized disinfection and sterilization. According to the characteristics of disposable instruments and consumables themselves, the state can choose some varieties with high single product value, and are not easy to damage, and it is more convenient for disinfection and sterilization to be reusable.

"It is very important to strictly formulate reuse standards, standardize management, and reasonably adjust the charging price standards." In Mingdong's view, strict reusable standards and reusable times can be formulated for selected varieties, the corresponding national standards for disinfection and sterilization can be standardized, and the corresponding review requirements can be passed to ensure medical safety; For the selection of reusable disposable medical devices and consumables, a special charging standard is formulated to achieve a win-win situation for all parties: patients save medical costs, and also save valuable medical insurance funds.

At the same time, Mingdong suggested that the state should introduce relevant policies to support and encourage manufacturers to actively develop reusable instruments and consumables, and provide a scientific and standardized disinfection and sterilization service platform to reduce medical costs and alleviate the problem of expensive medical treatment.
